DAI, implementer of the USAID funded Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) Project, invites qualified bidders to submit proposals/bids for : Non-Technical (Sanitation Promotion) Service Provider of small (shared) communal septic system in densely population neighborhoods in Magelang City, Central Java.

Background

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation and all of whom are from the “B40”, vulnerable groups or Indonesia’s eastern provinces.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication.

Objective

The main objectives of selecting the Non-Technical (Sanitation Promotion) Service Provider for construction of small (shared) communal septic system in densely population neighborhoods in Magelang City, Central Java are:

  • To coordinate and work closely with the regional Behavior Change Marketing (BCM) Specialist and Urban Sanitation Specialist (USS) in USAID IUWASH Central Java Regional Office in implementing the LSIC construction of small (shared) communal septic system in densely population neighborhoods.
  • To conduct community mobilization and promotion on safely managed sanitation in selected target areas (17 kelurahan) and with Local Government
  • To facilitate participative meeting, selection mechanism and agreement for the construction of shared communal septic tank system
  • To facilitate the participation of 120 benefited HH in the process of construction of shared septic tanks (in close collaboration with the Sanitation Technical Service Provider)
  • To supervise and documenting all activities under the LSIC construction of small (shared) communal septic system in densely population neighborhoods (in close collaboration with the Sanitation Technical Service Provider).

Posting & Reporting Relationships

The program will be managed by the USAID IUWASH PLUS Central Java Regional Team, in collaboration with the National Sanitation Team. The activity will be conducted start from February 2018 – October 2018. The Non Technical (Sanitation Promotion) Service Provider will be based in Magelang but on regular basis discuss and report the work plan, progress and issues encountered , and coordination with BCM and USS at USAID IUWASH PLUS Central Java Regional Office at Surakarta on Deliverables schedule.

Qualifications Required

The following are qualifications required for the Non-Technical (Sanitation Promotion) Service Provider position:

  • At least 5 years’ experience in sanitation programs such as the SANIMAS program or other similar programs
  • Bachelor’s degree in Social, sociology, behavior change and marketing. S1 minimum
  • Able to communicate effectively (written and oral) at the community and government levels
  • Able to work independently with limited supervision / facilities in Magelang City
  • Excellent interpersonal skills with the ability to work in a team environment
  • Able to prepare reports and documentation on work implementation (In Bahasa Indonesia)
  • Able to working in part-time within 9 months with working day minimum 15 days/month
  • Preferably domiciled in Magelang City

Testimonial Video Production of STBM Implementation in Lampung Province – SNV Netherlands

Supporting STBM in Lampung Programme

SNV recognizes the enormous economic and social potential of improving sanitation and hygiene in Indonesia. Benefits include improved health, reduced risk of disease and increased productivity and income for millions of families.

Despite Indonesia’s rapid economic progress, 100 million people still don’t have access to improved sanitation facilities. Acknowledging that access to improved sanitation is a basic human right, the government of Indonesia has developed the STBM (Sanitasi Total Berbasis Masyarakat) programme to improve sanitation and hygiene coverage in rural areas in order to achieve 100% coverage by 2019. STBM promotes community-wide achievement of five key pillars in sanitation and hygiene behaviour: to stop open defecation; to wash hands with soap;  to safely handle drinking water and food; and to safely manage solid and liquid domestic waste.

SNV’s strategy is to assist and work with the Government to implement STBM in targeted areas. The overall goal of the project ‘Supporting STBM in Lampung Province’ is to improve the health and quality of life for 220,000 people living in the districts of Lampung Selatan, Tanggamus and Pringsewu, all in the Province of Lampung.

During its 3 years implementation, together with the local stakeholders, the project has achieved 1 ODF Sub district, issuance of local regulations to support STBM implementation, establishment of BUMDes, Sanitation Entrepreneurships, and other best practices and lesson learned to be shared.

The field implementation of the sanitation programme will be ended by 2017 and to be continued by advocacy work to assist the local stakeholders in achieving the local and national target. To document the testimonial from related stakeholders –from governments, private sectors, and communities– and to collect the evidence to be followed up by the Voice for Change Partnership (V4CP) Programme, we are producing the Testimonial Video.
Deliverables.

The expected deliverable is 3 high quality videos of programme overview and testimonial interview of STBM implementation in Lampung Selatan, Pringsewu, and Tanggamus. The testimonial may come from all key stakeholders; provincial government, districts government, private sectors, and communities.

The specific deliverables are as follows:

  • Video storyline, script, and English subtitle;
  • Maximum 3 minutes long final video for each district;
  • MP4 soft copy and 5 hard copies in DVD, completed with DVD cover.

 

Responsibilities

SNV

  • Give the general overview of STBM implementation in each district, best practices and lesson learned to be documented;
  • Provide feedback on storyline, script, and subtitle as required;
  • Pay the fee and costs related to the research;
  • Assist with arranging coordination meeting with the stakeholders.

 

Consultants

  • Provide storyline, interview questions, and English subtitle;
  • Shoot all the programme locations, record the testimonial from selected interviewees;
  • Involve SNV in video production process.

Timeframe
The video production will be starting from 4th July – 17st July 2017. The following schedule applies (adjustable):

  • Pre-production: 2 working days for storyline and script development
  • Production: 7 working days for programme and testimonial recording (1 province and 3 districts)
  • Post-production: 5 working days for editing, voice over, subtitle, etc

Budget
SNV will cover movie producer/technical team fee, equipment, transport, DSA and materials needed for the movie production.

The applicants are requested to submit a financial proposal in line with activities and results.

Implementation Arrangement
Consultants will report to the Rural Sanitation Programme Leader and will work closely with the Rural Sanitation Team.

Payment will be made in IDR to the maximum account with agreed terms of payment.

Qualifications
Consultants, preferably from local professional video maker, should include professionals with previous experience in producing documenter video or public service announcement in Lampung. Experienced in sanitation, hygiene, or public health topic is an added value.

The consultants must be fluent in Bahasa Indonesia and able to provide English subtitle.

Call for Research Proposals Related to Tobacco Consumption in Indonesia

In collaboration with the Johns Hopkins Bloomberg School of Public Health (JHSPH), the Demographic Institute University of Indonesia will undertake work to enhance development of the Indonesia Tobacco Control Research Network (ITCRN) and expand tobacco control-related research in Indonesia by implementing a research grant program and organizing a Research Findings Dissemination Conference with the aims of:

  1. Attracting researchers from reputable universities in Indonesia to engage with the ITCRN
  2. Encouraging more social scientists to undertake tobacco control-related research
  3. Communicating the results of tobacco control-related research to policy makers and other tobacco control stakeholders with the aim of affecting policy development and implementation
  4. Publishing Indonesia-specific research results in international and national academic journals

We are inviting researchers to submit research proposals related to tobacco consumption in Indonesia. The proposals must address current tobacco control policy relevant issues in the country and align with the WHO MPOWER tobacco control intervention concept (www.who.int). In the context of this Call, priority consideration will be given to proposals focusing on components M, P, W, E, and R.

Eligibility Criteria

  1. Fulltime-researchers and lecturers from reputable universities in Indonesia.
  2. Minimum education required is a master’s degree (S2).
  3. Willingness to follow the terms and conditions of the grant.
  4. No connection with the tobacco industry or any of its derivatives.

Sesuai dengan mandat dalam Perka No.1 tahun 2012, Direktorat Pemberdayaan Masyarakat BNPB sejak tahun 2012 telah menginisiasi suatu program yang bertujuan untuk meningkatkan kapasitas (ketangguhan) masyarakat pada daerah bencana agar dapat lebih resilien menghadapi bencana. “Desa Tangguh Bencana”, sampai dengan tahun 2016 telah diimplementasikan di 374 desa/kelurahan. Tahun 2017 ini, Desa Tangguh Bencana akan diimplementasikan di 150 desa/kelurahan yang tersebar di 38 Kabupaten/Kota. Dalam mendukung keberhasilan program ini, dipandang perlu adanya tenaga pendamping masyarakat/fasilitator yang dapat membantu memfasilitasi masyarakat desa/kelurahan dalam mengimplementasikan kegiatan-kegiatan program di tingkat desa/kelurahan. Dengan adanya fasilitator desa/kelurahan diharapkan pencapaian terhadap indikator-indikator ketangguhan masyarakat sesuai dengan Perka tersebut dapat diraih secara maksimal.

RUANG LINGKUP TUGAS FASILITATOR

  • Melakukan fasilitasi dan pendampingan kepada masyarakat desa dalam mengidentifikasi ancaman, kerentanan serta kapasitas mereka untuk menghadapi bencana
  • Melakukan fasilitasi dan pendampingan kepada masyarakat desa dalam menyusun dokumen penanggulangan bencana
  • Melakukan fasilitasi dan pendampingan untuk berkoordinasi dengan para pihak dalam rangka internalisasi dokumen penanggulangan bencana dalam rencana pembangunan desa.
  • Melakukan pendokumentasian proses pembelajaran di masyarakat untuk disosialisasikan secara luas di media sosial

MASA KERJA
