As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership. We are currently seeking to fill the following position:

Health and Nutrition Officer

1 (one) position based in Palu, Central Sulawesi


The Project officer will be responsible for coordination and timely implementation of YSTC nutrition activities in an assigned geographical area under their designated Field Office. This will include providing supportive supervision, monitoring and capacity building to Puskesmas staff and community workers, as required. Project Officers will also be response to manage programme data for their sites.



  • Bachelors University Degree or equivalent in a relevant field preferable nutritionist, nurse, midwife, or public health
  • At least 1-2 years’ experience working on nutrition or health programmes especially in emergency response -Central Sulawesi
  • Experience in implementing programmes in collaboration with local health systems and governments
  • Demonstrated experience in providing mentoring or coaching to community people 
  • Excellent oral and written communication skills in Bahasa or local language
  • Willingness to work in rural and remote areas
  • Basic computer skills


  • Previous experience working with NGOs desirable
  • Experience working in projects including infant and young child feeding or breastfeeding desirable

Rutgers WPF Indonesia in collaborates with Consortium: Champion of Family Planning and Reproductive Health Indonesia, which is a consortium consisting of: Pusat Kespro UGM, LDFEUI, FKMUI, YKP, PKBI, Rutgers, UNFPA, Yayasan Cipta, JHCCP, and Thinkwell. will held an International Conference on Indonesia Family Planning and Reproductive Health (ICIFPRH). The main theme of conference is: Role of Family Planning in Reducing Maternal Death and Increasing Family Wellbeing.

The International Conference on Indonesia Family Planning and Reproductive Health (ICIFPRH) will discuss issues surrounding FP and RH in reducing maternal mortality and also improve family wellbeing. In this conference, there will be discussion on concepts, policies, programs and various lessons learned at global, national and sub-national levels by various stakeholders. This conference is the first conference that is expected to be held every two years with different themes. The results of the conference are expected to be used as a basis for policy making by the government and other stakeholders. Besides that, the papers presented at the conference are also expected to be sought by scientific committees to be published in scientific journals and also presented in the upcoming International Conference on Family Planning (ICFP) 2020.

Core Tasks :

  1. Ensure that all the required administrative tasks and logistics associated with the events are carried out successfully including prepare pre-conference main conference.
  2. Prepare, send out and confirm invitations for all ICIFPRH delegates and staff, coordinate with steering committee.
  3. Familiar working with vendor / event organizer production of event materials (leaflet/flyer, short film, policy brief, etc).
  4. Prepare for registration fee, accommodation, airfare, per diem, and local transport for Participants to attend ICIFPRH.
  5. Regular update on the progress status to the consortium consisting of: Pusat Kespro UGM, LDFEUI, FKMUI, YKP, PKBI, Rutgers, UNFPA, JHCCP, and  Thinkwelland keep    all relevant parties informed on issues and challenges face for further solution/decision.
  6. Organize, document and follow up on planning meetings, including follow up on to-do list and Handle all communication and correspondence on the conference.
  7. To be the Focal Point during the event, for all matters related to all side and main events and press and coordinate with partners in Jogjakarta.
  8. To Conduct coordination meeting with all stakeholder and steering committee
  9. Submitted Final Report to consortium / Donor organization.

Dimensions of Role:

Typical Responsibilities

Communication and reporting Lead in monitoring to target project location in 2 district of Central Sulawesi, and facilitate discussion and coordination with partner; Responsible for post distribution monitoring and child-friendly feedback mechanism in place including its process and analysis; Maintain communication with all project team on monitoring result and follow up action; Monitor project progress (outcomes and results) ; Support PM to prepare progress reports for internal Plan use to DRM NPM in quarterly basis and/or other basis if needed; Support PM to prepare informative and high quality donor reports; Collaborate with communications team on development project documentation; Communicate about the program with outside parties; Represent Plan in relevant cluster / network meeting at district level

Qualifications for this position  Education:  Bachelor’s degree in Statistic, Public Health, Social, Training, or related field.

Position Summary:

Under the supervision of Program Manager, the District Coordinator will be responsible to provide support to programs on Maternal Neonatal Child Health (MNCH) at the district level. Main responsibilities include but are not limited to:

1.     Assist the Program Manager in implementing the scale-up of comprehensive package of MNCH interventions in selected districts/provinces.

2.     Assist in project assessment, training, supervision, and monitoring and evaluation to facilitate scale-up in the district through MoH.

3.     Implement monitoring methodology and tools for quality assurance of all aspects of program scale-up and collect data and report.

4.     Support district authorities in the implementation of MNCH packages using best practices and successful approaches.

The Research & Evaluation (R&E) Advisor is responsible for providing technical and managerial leadership and strategic direction for Ipas Indonesia’s research, monitoring and evaluation efforts and collaborating with the NC-based technical and program units to ensure high-quality processes and methodologies. Additionally, this position manages R&E team members in the country office and guarantees that best practices are implemented in all R&E activities. The R&E Advisor will ensure that data are shared and used by internal and external audiences through routine review of findings and through dissemination via national and international conferences and publications.  



·     Provide technical and managerial oversight of the implementation of R&E systems, including data collection, data management and documentation, and results reporting; 

·     Ensure quality control and consistency with Ipas global standards for R&E; 

·     Lead ongoing strategic review and use of R&E findings for program assessment and improvement;

·     Support the development and implementation of in-country program monitoring system, to ensure achievements of milestones in good quality and timely implementation of the workplan;

·     Contribute to document preparation for donors and other stakeholders, including data and narrative inputs;

·     Lead the design, ethical approval, implementation, data analysis, reporting, and administrative support for operations/intervention research and evaluation to test program models; 

·     Train staff and consultants in R&E data collection and processing; 

·     Supervise Yayasan Ipas Indonesia R&E staff, consultants and interns; 

·     Maintain regular and ongoing communication with technical and program unit staff in other Yayasan Ipas affiliate’s office and concerned program division of Ministry of Health, Indonesia; 

·     Conduct dissemination of R&E findings, both internally and externally, including workshop organization, report preparation and contributing to peer-reviewed journal articles; 

·     Represent Yayasan Ipas at local, regional and global professional meetings and conferences 

·     Collaborate with other Yayasan Ipas units and country programs to achieve overall organizational objectives

  • Minimum of Master’s degree by research in Maternal Health and FP or MPH
  • 8+ years of experience conducting monitoring, evaluation and research in reproductive health programs, preferably working in international organizations. 
  • 5+ years of experience supervising research and/or monitoring and evaluation teams. 
  • Experience in applying research findings to inform the design of community and health facility-based interventions. 
  • Strong quantitative skills, including demonstrated ability in the collection, management, analysis and presentation of quantitative data.. 
  • Strong qualitative research experience. 
  • Demonstrated ability in word processing, spreadsheet (Excel), and statistical computer packages (Epi Info, Stata, SPSS, SAS). Experience with qualitative packages (Atlas.ti, NVivo) desired. 
  • Strong management skills, including experience in project administration, supervision of field staff, and communication among global and national staff and partners. 
  • Strong written and spoken communications skills in English and Bahasa Indonesia.

Lowongan Kerja: WASH Facilitators for East Java and Central Java Regions – IUWASH PLUS

Lowongan Kerja: WASH Facilitators for East Java and Central Java Regions-IUWASH PLUS. The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) project is a five-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation. 


To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.


To achieve these outcomes IUWASH-PLUS need high caliber candidate to fill the position of


1.     One (1) WASH Facilitator for Lamongan, East Java (Job Code : WF–EJ)

2.     Two (2) WASH Facilitators for Central Java (Wonosobo, Sragen or Klaten) (Job Code : WF – CJ)




The primary objective of the WASH Facilitator position is to support implementation of IUWASH PLUS field activities, particularly those that target poor and low income households within the bottom two wealth quintiles of the population (referred to as the “B40”); and to develop and maintain excellent relations with all relevant stakeholders in their designated work area (community groups, CBOs, local government, universities, local NGOs, Private sectors/CSR etc.).


In close coordination with All Regional Specialist and BC/Marketing Associates, the tasks and responsibilities of the WASH Facillitator will include, but not be limited to the following:


Community-Level Planning, Coordination and Implementation:

·       Conduct series of preparation/promotion meetings at the community level to socialize the program and engaging community to actively involve and contribute in WASH activities and increasing access to WASH facilities

·       Supervise project implementation and maintenance conducted in field including stakeholder involvement and clarifying their responsibilities during preparation.

·       Ensure that policies and regulations related to the program are applied properly during implementation to avoid disturbance from other parties.

·       Working closely with community health center, community leader, CBO, PKK, youth group to promote hygiene behavior, the importance of sanitation facility and access to sanitation facility, and access to clean water

·       Together with Regional Specialist to support the strengthening of CBOs managed the community-based water supply and sanitation facilities.

·       Developing communication and marketing channel at the community level to promote WASH and increasing WASH access

·       Identifying potential community organizer/leader among the community member to support community organization and community event

·       Facilitating community meetings and working closely with community leader and community member to conduct participatory assessment (social mapping, transect walk, FGD), facilitate community planning (vision mapping, workplan) and conducting/coordinating WASH promotion activities

·       Documenting the participatory assessment and community planning process and ensure the use of the material (especially social mapping and vision mapping) as participatory monitoring tool.

·       Assisting and ensure the community to implement participatory monitoring and evaluation and support the documentation of the participatory monitoring and evaluation


Monitoring and Evaluation:

·       Closely monitor IUWASH PLUS activities at local level and keep regional staff informed on status of activities, problems encountered, etc., and actively solicit the support of such staff as needs arise.

·       Collect relevant community and household level data related to project planning including issues which can cause problems during or after implementation, including coordination with related stakeholders to ensure these issues can be resolved

·       Oversee local level data collection required for appropriate monitoring of IUWASH PLUS activities and the tracking of results and outcomes.

·       Ensuring that all community member have equal opportunity to participate on the activities, opinion and contribution, as well as ensuring gender sensitivity in the implementation

·       Ensuring that low income communities are main targetted beneficiaries of the project implementation, and that high community demand and participation contribute to project sustainability before, during and after project implementation.


Coordination Within IUWASH PLUS:

·       In close collaboration with regional WASH Finance Specialist facilitating/engaging community with MFI/koperasi/CSR to increase WASH access

·       Support the regional team to develop the post project activities planning and ensure the community and the CBOs abble to manage and conduct the operation after project completion.

·       Support the other technical specialists on planning, technical assessments and surveys to ensure that plans and design are developed properly

·       In close collaboration with specialists organize and facilitate training/capacity building for community member/CBO and other stakeholder

·       In close collaboration with BC/Marketing Specialist and Governance Specialist organizing meeting between community and LG to share activities implemented and achieved by community.

·       In close collaboration with Governance Specialist and BC/Marketing Specialist actively support the Musrenbang process to ensure WASH is included in government program

·       Regularly communicate with other IUWASH PLUS staffs (regional team, technical specialists, others part time consultants hired for spesific taks as required) to ensure local level activities benefit from the best available ideas and input.


Coordination with Institutional Partners:

·       Maintain communication and partnership with LG (including Pokja AMPL/Sanitasi), private sectors/CSR, university, CBO, LG agencies and other stakeholder.

·       Establishing partnership with government at district and village/kelurahan level, maintaining communication and engaging into IUWASH PLUS activities, especially at community level.


Reporting / Other:

·       Produce regular reports (bi-weekly, monthly, quarterly, etc.) on project implementation at the local level, highlighting results/outcomes, programmatic successes, problems encountered and possible solutions.

·       Conduct other tasks as required and which are consistent with the above.


Minimum General Qualifications:

·       Holding Bachelor degree in a relevant field is preferable;

·       At least 5 year of experience working with community, preferably in WASH sector;

·       Strong facilitation skill, knowledge and experience in participatory approach as well as participatory monitoring and evaluation, preferably experience in WASH sector;

·       Understand the implementation of WASH related project (starting from planning cycle up to the implementation stages) by other donors and LG agencies;

·       Good communication skill and experience working with multi stakeholder; government (including Pojka AMPL/Sanitasi), CBO, PKK, private sector/CSR, koperasi/MFI, university etc.;

    The Increasing access to quality and inclusive diabetes care project will be implemented in Yogyakarta Province. The project is planned to be implemented in 3 districts/city; Sleman, Yogyakarta City and Gunungkidul. The project aims to strengthen the inclusiveness of quality, integrated diabetes services all along the continuum of care in line with SDG’s Goal 3 ‘Leave No one Behind’

    In order to implement the project goal, HI is currently looking for a Public Health Officer for its office in Yogyakarta. The post holder will be will be engaged in the implementation of the project ‘Increasing Access to quality and inclusive diabetes care project.   The detail is as follows:

    Position Title         : Public Health Officer (PHO)
    Location                : Yogyakarta
    Closing date           : rolling (this position will be filled as soon as the suitable candidate is identified)
    Basic Salary Range            : Rp 6.1 – 7.3 million IDR depending on objective weighting of candidate’s profile and non-negotiable.

    The successful candidate is expected to start as soon as possible in April 2019.


    Under the line management of the Project Manager (PM), the Public Health Officer will support the PM in implementing, monitoring and evaluating the ‘Increasing access to quality and inclusive diabetes care project’ in 3 districts/city; Sleman, Yogyakarta and Gunungkidul. The tasks in particular are: 

    • Provide technical assistance and support to primary health service providers (Puskesmas) on technical and operational aspects of diabetes disease management.
      Provide quality assurance on the capacity building of health service providers throughout the project cycle including monitoring and evaluation of project implementation 
      Sensitize and mobilize local partners, authorities and other stakeholders about health and disability issues.
      Manage the activities under his/her domain

    DUTY STATION: Public Health Officer will be based in Yogyakarta

    • Bachelor in health-related science or bachelor in any major with minimum 2 year health-related work experience. Bachelor in nursing/public health will be an asset.
    • 3 years working  experience in INGO project, preferably in health-related project training involvement (as participant or organizer), specifically in health-related issue, with skills using adult learning concepts will be an asset
    • Experience in monitoring and evaluation will be an asset
    • Knowledge on diabetes disease risk management including foot care
    • Familiar with the public health care system in Indonesia
    • Excellent networking and coordination skills
    • Excellent participatory facilitation and coaching skills
    • Excellent leadership and communication skills (verbal and written)
    • Strong computer skills especially on word, excel and power-point
    • Good writing skills
    • English abilities in verbal and written
